AP: drop packet to non-associated STA

I have WDS links going on w/ 5 access points all linked together
wirelessly.
It works for some people but others it is not working for.  I get a lot
of these type messages in my dmesg log.
Any idea's of what is causing this or why these packets are dropped?
Would it make sense if one or more of my WDS links fade in and out?
 
 
What does this mean is happening?
