Most likely that your FreeRADIUS configuration is incomplete.
Make sure that your 'users' file contains something like:

adam-client     Auth-Type := EAP

Where 'adam-client' is the name of the user certificate.
Your clients.conf should also contain record with NAS(AP)
credentials.
