hostap-0.0.3: STA cannot re-associate after hostap timeout reset

Hello Jouni and list,

Under heavy traffic load, hostap-0.0.3 will hit a timeout reset and then
prevent a STA from re-associating.

I was generating lots of TCP traffic from 4 STA's (using iperf) when the
timeout reset occured.

After the reset, one client lost its association with the AP, and was no
longer able to associate with it again until I reset the AP.
