I don't understand this logic here.. Running hostapd (vs. kernel side
802.11 management) does not have anything to do with whether WEP is
being done in the hardware of software. Host AP driver is using
host-based software implementation of WEP if the firmware version is
known to have issues with hardware "accelerated" WEP. This happens
whether you use hostapd or not.

Running hostapd with static WEP keys is something that I have never
really tested properly. I would recommend first testing WEP without
hostapd to keep the setup as simple as possible.
