iwconfig rate failed..

Dear all

I try to set the AP tx rate as fixed 11M, 5.5, 2, 1 rate..
but, iwconfig wlan0 show always 11M and STA associated hostap box what fixed rate 5.5M show 11M rate status in windows 
network properties..

after set fixed 2M iwconfig wlan0 always show 11M rate .. 

Could you giva any comment about it ?
