Access Point running HostAP-2002-10-12 doesn't reconnect client

Steps to reproduce:
1) AP running 10-12 HostAP in master mode (ZCOMAX card)
2) have a laptop connect to it (Dell Latitude, TrueMobile 1150)
3) On AP, eject the card, then insert the card, set correct ESSID, KEY,
CHANNEL.

The laptop does not re-associate with the AP. Why?
Specifically, "ls /proc/net/hostap/wlan0" does not list the client MAC.

This problem seems to have been fixed with 0.0.1 release. What has
changed? For some reason, I still need to use 10-12 release.
