how does hostapd allows transmission in RFMON mode

Hi Jouni and gang,

I am writing some documentation on my project where I placed wlan0 in RF
mon mode and still transmitted stuff out through wlan0ap. I need a
technical description on why host AP allows this. is this possible with
other drivers like wvlan-ng?
