It can be both. aac is an encoding format; m4a is a container format.
For example if I ffprobe the latest Brain of Britain (obtained via
GIP) I get:

Stream #0:0(eng): Audio: aac (LC) (mp4a / 0x6134706D), 48000 Hz,
stereo, fltp, 320 kb/s (default)

This is an AAC-encoded stream in an m4a container.
