v3.13 released

I installed 3.13 from the Ubuntu PPA, replacing 3.12.

if I run get_iplayer from the command line it shows >get_iplayer
3.13-ppa31d, Copyright (C) 2008-2010 Phil Lewis

However the Web PVR screens still say 3.12. I think maybe it's just
the text that wasn't updated, but not 100% sure
