GiP 3.01 has recently been released, so first start
by updating to that:

BBC Radio 2 is being happily indexed here,
but remember radio cache refresh must be
performed manually once a week (unless you

As for Local Radio, I'm not quite sure yet, but
it shouldn't be excluded from radio.cache;
I know Local TV is because of
https://github.com/get-iplayer/get_iplayer/commit/3522611
but in that same commit

# $opt->{refreshexcludegroupsradio} = "local";

is commented-out.
Please check your options file in case
you have excluded R2 and/or Local Radio
from radio.cache refreshes...
