Information correction.

I've just checked, and as a result I now remember that for the W7
installation on the same PC, I actually gave up with ActivePerl and
installed Strawberry Perl instead. So theoretically the Windows 2000 fault
could be the result of XML::LibXML failing to install. However, checking
the GiP installation instructions ...
	https://squarepenguin.co.uk/wiki/installation/#requirements-perl
... I find that I was right, the only XML related dependency seems to be for
XML::Simple, which installed successfully.

So the mystery remains.

The setup is Windows 2000, ActivePerl 5.20.2, GiP 2.94.

The only thing I can think of is that ...
	cpan XML::LibXML
... failed to install, as recently been the case with ActivePerl on every
version of Windows I've tried ...
	2000, XP, W7
... but I don't believe that particular library is used by GiP, and on W7,
for example, AFAICR it still runs fine.
