No need; 2.80 is already packaged in unstable, fetch it from
http://ftp.uk.debian.org/debian/pool/main/g/get-iplayer/ (the file is
get-iplayer_2.80-1_all.deb).

The cgi isn't included in the Debian package. Actually that's a lie, I just
uploaded a new version that includes it and a wrapper script. Install
version 2.80-2 from above and then you can:

$ get-iplayer-web-pvr

and it will do the Right Thing. Settings are in
/etc/default/get_iplayer_web_pvr.
