Could it just be the apostrophe in the title? Maybe try combining with --fatfilenames option? I haven't got any windows to try it on so you might have to experiment a little. The BBC changes wrt iphone mode will have no bearing on this issue because the filename is derived from the program metadata and not the mode used.
