All radio is AAC by default; IIRC get_iplayer transcodes to MP3 by default
unless you specify it not to.

I'm a bit concerned by the fact you seem to not be getting the complete
file, or get_iplayer can't tell when the file's finished - it's showing
".partial." in the filenames which denotes an interrupted download and this
may be affecting the transcoding step.

If you use this string, what happens?

get_iplayer --raw --modes
flashaachigh,flashaac,flashaacstd,flashaudio,flashhigh,flashstd,flashnormal,
flashaaclow --rtmptvopts "--swfVfy http://www.bbc.co.uk/emp/10player.swf"
--rtmpradioopts "--swfVfy http://www.bbc.co.uk/emp/10player.swf" --force
--pid b007k133
