[PATCH] Fix misspellings of "persistant" -> "persistent" in various places

Fix misspellings of "persistent", including the renaming of a function
to "register_persistant_environment".

  i decided to dedicate a single patch just for this misspelling given
that it occurs quite a few times, *and* it involves an actual code
change which makes it more significant.
