Setting per-frame tx rate for frames injected in raw tx mode

I guess another thought comes to mind.

Maybe I could extend the pkt header when sending the frame to the firmware
so that it *already* has the rateset specified.  And rip out the rate-ctrl logic
from the firmware entirely.  I'm not sure this would work for mu-mimo, but might
work for QCA9880 chips...
