Use Channel Switch Announcement (CSA) without DFS

You can ask hostapd via hostapd_cli to:

 chan_switch 5 5180

This will start CSA with CS count=5 to frequency 5180. If you type
chan_switch without argument I believe you should get help/usage on
the command.
