pull request #1: Add hal.h from the prima driver

Kalle,

Nice job. Finally i merged hal.h. Let's file issues if we find something.

So the next steps are:
1) use latest mac80211
2) and join functionality based on latest softmac
3) i'll rewrite scan/ap functionality to use hal.h
