ADSL link startup/shutdown trouble

I'm fairly sure that the USB subsystem resets all devices on
system startup.  If you compile with CONFIG_USB_DEBUG you will
get a message about whether the modem thinks the firmware needs
to be uploaded or not.  Can you please send any error messages
you get (best is with CONFIG_USB_DEBUG turned on).
