split usbatm

Hi,

I think it could be a good idea to split usbatm into rawatm lib and 
uabatm lib.

This will allow no-usb device to use the atm part.

For example pulsar pci device [1], use sarlib.c as a generic raw atm lib.

We could only export decode/encode function like sharlib, or a more 
complete lib that also manage the atm iterface.

What do you think of that ?
