The linux driver that works with the latest ptpd?

That is not correct.  The proof of concept ptpd code on the SF site is for use with the IOCTL interface only.  The igb driver that is combined with that ptpd code in the same tarball is only for use with that proof of concept code.

The infradread site has the latest code on it.  At the top of the page there is a "tree" link.  Follow it as it has all the code you need regarding the ptpd code that we will be moving forward with.
