[Pcsclite-muscle] pcsc-lite moves to meson

Hello,

After the xz attack I think that autoconf/automake are not the tools we want.
I am moving pcsc-lite to use meson instead.

You can get a preview from PCSC-debug repo branch "meson"

It is not yet finished but works for me.

I request feedback, in particular if you:
- are a pcsc-lite package maintainer for a GNU/Linux distro
- or use a "special" configuration of pcsc-lite
- or use something else than GNU/Linux
