AFAIK, Windows supports passthrough of smartcards via RDP.
So, under the User-Scope the card should appear, but under System-Scope not as the card should only be available for that particular user session (and only until the RDP session is disconnected).
I don't know whether PCSC-Lite supports user scopes of any kind, but the parameter surely is there for compatibility with Windows.

Hello,
What is the purpose of the SCARD_SCOPE parameter? I have only seen a
scope of SYSTEM. I can have multiple active contexts with SYSTEM scope
so this isn't a mutex.
