End-of-life for ISC-DHCP

Hi all,

ISC-DHCP is heading towards end-of-engineering, so not even security patches will be provided.

I'll give the package another 6 months and then yank it.

Daniel, Stijn, Noah, Paul, and a few others helped with an importer for DHCPv4 UCI configs that's now part of Kea (as of late last week) and gives compatibility (98%) with ISC-DHCP configs.

I've been running it for a couple of years now (merging was blocked on some libubox changes that took a while to get approved), and I've been happy with it.  It scales up much better than ISC-DHCP did (Kea has linear startup time for the number of entries).

If there's more functionality that you want, call it out in a feature request and I'll try to add it.
