It's initramfs, not install-only-initramfs :) so I'm expecting full
functionality and some targets already have it, I'm used to it, so
mvebu/cortexa9 is as well inconsistent in this regard. BTW it has more use
cases then just instalation, see for example my other reply to Adrian.
