The Jitter RNG is dependent on the existence of a high-resolution timer. The 
mentioned system does not seem to have one.

Check /sys/devices/system/clocksource/clocksource0/current_clocksource and /
sys/devices/system/clocksource/clocksource0/available_clocksource
