and i now see where i was getting confused. when i had an earlier
problem with a *package*, i was told to file a report at github, but i
had read the above pages and incorrectly filed a report in trac,
whereupon i was chastised for filing in the wrong place.

having thought i now knew the *correct* place to file bug reports, i
filed a target-specific issue in trac, whereupon it was closed since
it was not related to a *package*.

  so, to clarify.

* package-related issues go to github?
* target-related issues go to trac?

which appears to be what it says here:

http://wiki.openwrt.org/doc/devel/bugs

but only if you read the entire page, and not stop at the first line
which says, "To report a bug, go here:".
