Handling of CDN and rsync -> use rsync.openwrt.org

Hi all,

With the change of using a CDN for downloads.openwrt.org <http://downloads.openwrt.org/> it’s no longer possible to use rsync on that address. I kindly ask all mirror maintainers to switch the URL to use rsync.openwrt.org <http://rsync.openwrt.org/>.

In the near future both mirror-01 and mirror-02.infra.openwrt.org <http://mirror-02.infra.openwrt.org/> servers will be replaced by an alternative, however with the introduction of the new DNS entry the address should stay stable for rsync.
