Release cadence page for future OpenSBI versions

Currently, we follow a half-yearly (aka 6-months)
OpenSBI release cadence. Recent release was
v1.8 which happened on Dec 2025 end. Next
release v1.9 will be in Jun 2026 end.

Sometimes we have incremental releases just
after the actual release if some critical issue
was missed out.

Unfortunately, we don't have the above written
down under docs/. Feel free to send a patch.
