platform: add CVA6 platform and support for PMU.

Hi,

I sent a patch to add PMU to Openpiton platform
(https://lists.infradead.org/pipermail/opensbi/2025-July/008681.html).
This should work for Ariane and CVA6 as well. Following Samuel's
recommendation, I am working on porting the Openpiton platform from
fpga to generic. My plan is also to port the Ariane core later.
