Why does it have to be fdt_domain_get ?

fdt_hartid_to_domain mapping doesn't have any fdt dependencies except
when it was set during the parsing. I think it can be moved to common code.

If there is another domain discovery mechanism in future, it can be
reused as well.

It disables the DT nodes for the domain with cold boot hart.
But if the previous stage did not pass separate next_arg1 for all
domains that require DT,
OpenSBI would pass the same DT with enabled devices that are not
accessible to those domains.

We should clearly document this expectation from the previous booting
stage and its repercussions.

There are some inconsistencies with this property. The above comment &
the example says "boot-hartid" while
the code & dt-binding says "boot-hart"
