OpenConnect 7.07 fails to build with LibreSSL

Sure, I've attached the patch.

Note that since you wrote specifically to attach the patch that makes
the build with LibreSSL possible, I also include the changes in
tests/Makefile.am which remove building of bad_dtls_test.c.
