OpenConnect 3.14 release

This is largely a portability release; it's been build tested on NetBSD,
OpenBSD, FreeBSD, DragonflyBSD, MacOSX and OpenIndiana (Solaris).

There are a few translation updates, and the Dutch translation is now
100% complete. Others are lagging behind, and contributions would be
welcome.

I have also moved the default install location of the openconnect
executable to $prefix/sbin, as discussed. Note that you may want an
updated NetworkManager-openconnect to go with that change:

But basically, if version 3.13 was working for you then there's little
point in upgrading — unless your Dutch or Czech is much better than your
English.
