I do not know how this can prevent new architectures from enabling
BUILTIN_DTB.

New architectures can select BUILTIN_DTB together with NONPORTABLE.

We can.


Documentation/kbuild/kconfig-language.rst says:

  A config option can be defined multiple times with the same
  name, but every definition can have only a single input prompt and the
  type must not conflict.
