It seems that
* CONFIG_RESET_RASPBERRYPI=y and boot from USB make this symptom appear.
* CONFIG_RESET_RASPBERRYPI=m, loading "reset-raspberrypi.ko" by initramfs and
boot from USB make this symptom disappear.
