[PATCH v3 2/5] ARM: shmobile: pm-rmobile: Use GENPD_FLAG_ACTIVE_WAKEUP

Set the newly introduced GENPD_FLAG_ACTIVE_WAKEUP, which allows to
remove the driver's own "always true" callback.
