Thanks your report! Do you have fixed this issue?
I guess that caused by the cpufreq.
if you run 'cat sys/kernel/debug/clk/clk_summary' to check the emac
parent clock, Is it the APLL?
Maybe you can change the parent clock to fix this issue if it's.
