[PATCH] MAINTAINERS: update RISC-V Microchip maintainers

Daire is effectively not a maintainer, since only I can apply patches.
Move him to a reviewer instead. Add Valentina as a reviewer because
Daire has mostly been busy and it's her that I have been asking to
provide reviews when needed.
