[PATCH RFC 01/12] dt-bindings: vendor-prefixes: Add Bouffalo Lab

Register bflb for Bouffalo Lab Technology (Nanjing) Co., Ltd. Reuse the
prefix already deployed by Zephyr, including its bflb,uart binding.
