[PATCH RFC v2 12/17] RISC-V: QoS: make CONFIG_RISCV_ISA_SSQOSID select resctrl

Make CONFIG_RISCV_ISA_SSQOSID select the config options for resctrl:
ARCH_HAS_CPU_RESCTRL, RESCTRL_FS and MISC_FILESYSTEMS.
