Yes that is reasonable. I will collapse the switch statement to execute
the PR_RISCV_SCOPE_PER_PROCESS code for PR_RISCV_SCOPE_PER_THREAD as
well. However, there is still value to doing the setall + assign_cpu
instead of just a setall since it eliminates the redundant flush when
migrating back onto the same hart.
