[PATCH v2 2/5] riscv/bug: Add ARCH_WARN_ASM macro for BUG/WARN asm code sharing with Rust

Add new ARCH_WARN_ASM macro for BUG/WARN assembly code sharing with
Rust to avoid the duplication.
No functional changes.
