It is the "Chapter 29. ISA Extension Naming Conventions" of the
RISC-V unpriv specification.

The RISC-V unpriv specification is only a collection of extensions
hence it does not have its own version.
We should work with RVI to address the concerns/clarifications
that we need in "Chapter 29. ISA Extension Naming Conventions".
We can also create GitHub issues for unpriv spec if that helps.
