[PATCH v2 6/9] dt-bindings: interrupt-controller: Add RISC-V advanced PLIC

We add DT bindings document for RISC-V advanced platform level
interrupt controller (APLIC) defined by the RISC-V advanced
interrupt architecture (AIA) specification.
