If it's human-readable then why is it formatted in such a
machine-readable way?

A lot of software parses it[1]. Including lscpu. There’s lots of
information there that won’t appear in AT_HWCAP or similar as it’s not
generally relevant to userspace (processor speed, supervisor-level
extensions, physical hartid, ...).
