[PATCH] riscv: add support for hugepage migration

Generic arch_hugetlb_migration_supported can provide appropriate
support for hugepage migration when enable ARCH_ENABLE_HUGEPAGE_MIGRATION,
so enable it for hugepage migration in riscv.
