[PATCH] RISC-V: Always define XIP_FIXUP

XIP depends on MMU, but XIP_FIXUP is defined throughout the kernel in
order to avoid excessive ifdefs.  This just makes sure to always define
XIP_FIXIP, which will fix MMU=n builds.
