[PATCH] riscv/barrier: Define __smp_{store_release,load_acquire}

Introduce __smp_{store_release,load_acquire}, and rely on the generic
definitions for smp_{store_release,load_acquire}. This avoids the use
of full ("rw,rw") fences on SMP.
