[PATCH v2 2/2] dt-bindings: phy: ti,control-phy-otghs: convert to DT schema

Convert TI OMAP Control PHY binding to DT schema.
Changes during conversion:
- Define a new pattern 'control-phy' to match nodes defined in DT.
