PCMCIA cards not detected

I am trying to develop a driver for a 16-bit PCMCIA card on Ubuntu 
(v2.6.31-17) and have a desktop machine with an ActionTec PCI card to pcmcia 
adapter. So far I havent gotten anywhere with it. It appears that the card 
is not even identified correctly and I dont know what options to change or 
set. I would expect that at least the card identification information like 
manufacturer would be read correctly .. but I get nothing. This appears to 
be the case for every single card that I insert.

dmesg indicates that a card was inserted or removed .. but nothing else 
happens.

So how do I go about debugging this ? Any help would be appreciated.
